Idaho envy 

Montanans, especially those in the Billings area, often envy the Boise economy. But here's a Boisean envying Montana.

Economic development in the west is often seen as an either-or: rich, modern, soulless, or poor and quaint? But quaintness itself has value... which means there must be an economist somewhere who can measure it.
