White flags
On I-94 east of Billings, cracks in the pavement are not filled with mere tar. They're filled with white plastic.
This must be a technological innovation, but I think there are still some kinks to be worked out. The plastic sheets stick up an inch or two, and as vehicles run over them they are soon cut free. Pieces of white plastic fly through the air. I suppose they'll head to North Dakota eventually, but for now they land on the median strip.
After 35 years of highway beautification and anti-littering initiatives, now the government is getting into the highway littering business?
